From the article, most of the car thieves are juveniles, and the legal system is not doing enough to hold those juveniles accountable with consequences.
After Hennepin County Attorney Mary Moriarty offered two teenagers a plea deal for their role in the killing of Zaria McKeever, I don’t know how anyone could be surprised by this.

From looking at the crime reports, the auto theft is often followed by insane driving and a crash. This is not just a car theft problem.

I’m guessing the insane driving and a crash is because somebody’s paying juveniles who have not learned to drive to steal the cars and get them to the chop shop. Every parent who’s taught kids to drive can imagine exactly how bad it could be to have a kid who hasn’t learned the boundaries of the car trying to evade the rightful owners and the police and get there “as fast as possible”.
And if you want to get at the instigators, you’ve got to start punishing the behavior. When kids are facing a “record”, they’re going to be far more likely to tell who was paying them to do the crime.
It is a regrettably common behavior among prosecutors, to ignore “the little stuff” and forget that you often catch the big fish by catching the little ones first.

Car thefts these days are generally not done for profit. Some are for the thrill, but a lot are being used to do other crimes, e.g., carjack a vehicle, drive it to a home or business you’re going to burgle or vandalize, ditch the car and jack another one – or skip the B&E and just cruise around until you see another car you’d like to jack. Driving looks so easy on TV, YouTube, and in video games … and there’s almost no downside as long as you don’t kill yourself. Certainly you don’t have any fear of prosecution when the DA is handing out plea deals for first degree murder.

Minnesota is the subject of national news regularly. And that’s not a good thing.

A lot of the people busted by MPD for gun crimes ar bailed out by the pro gun control contributors to the Minnesota Freedom Fund.
What can you do with people who think that the way to fight crime, including gun crimes, is to set criminals free? Not “alleged criminal,” many if not all are wanted for non-appearance or probation violations.
