due to the extensive and pervasive reach of current technology Obama, who built the network and the means, and Biden, who recklessly exploited what Obama built, it is likely that Obama is the most corrupt though Biden looks worst on first examination.

FDR heads up any “worst President” list for me.
Income tax
Court packing threats
Explosive growth of government
Allowing public sector unions
Almost everything “bad” today can be traced back to FDR in some way.

To use an archaic word, Biden isn’t nearly as swooft as Obama the Light Bringer was. So, he appears to be more corrupt but Obama had all the forces of misinformation working hard for him and he was better at it.

It’s a target rich environment, and Woodrow Wilson comes to mind for “honors” as well with the 16th Amendment (income tax), creation of the Federal Reserve, 17th Amendment (direct election of Senators), the 18th Amendment (Prohibition), re-institution of Jim Crow at the federal level, and a number of other things that wrought great havoc in the country for the next century or more.
Regarding Obama and Biden, they merely built on Clinton’s weaponization of the bureaucracy against the right, and did so in a way (as did the Clintons) that greatly enriched both of them. It’s hilarious and sad to watch Biden learn the hard way that in order to cash in on bribes through book deals and public speaking, you’ve got to have something coherent to say–at least once you’ve left office and can’t give a payback that way. So now Biden has Cadillac tastes and a (relatively) Chevy budget. Hee hee.
