    The teachers union is trying to grab that money first. Here In the burbs the city does plow sidewalks with Bobcats but many streets don’t have sidewalks and we homeowners have to shovel our driveways.

    The article is about Minneapolis but St. Paul has gone them one better.

    St. Paul has streets so citizens can drive to work and to market. The streets get plowed by the City. But not the alleys, where the citizens park their cars. Citizens must band together to hire a private contractor to plow the alley so citizens can get their cars TO the public-plowed street.

    And not the sidewalks, where disabled persons use their wheelchairs to get to work and to market in lieu of using the public-plowed street. Citizens are supposed to shovel sidewalks themselves.

    If streets, alleys and sidewalks are all part of the transportation plan, why does the city only plow one part of the plan?

    It gets worse. St. Paul waits a couple of days after the snow quits to declare a Snow Emergency to plow the streets. But by then, everybody has driven on the streets to pack down the snow. The plow blade just skitters across the top. Streets remain snowpacked until they melt. They city must do that because in older residential neighborhoods, there’s not enough off-street parking so plows must wait for the cars to be moved, the plows can’t operate immediately. In contrast, Roseville has a winter street parking ban so their streets are clean and dry all winter long.

    Zealots like Russ Stark know the solution: ban cars on the streets. Turn streets into bicycle routes. Then nobody will need to drive anywhere. Problem solved!

    Judging by the streets that I have to drive around on in south Minneapolis, I have to question whether or not they actually plow at all.

    Back when I lived in St. Paul I would have gladly hired my private alley plowing service to plow my street too.
