Too bad the rate isn’t close to 100% in D.C. Might solve a lot of the problems in other markets.

Mitch, I was going to ask if the graphic adjusted for population, but the Alaska stats seem to answer that (and then I remembered that we’re talking about percentages and began hitting my head against the wall…).
