It’s nice to see they can react with purpose and certitude when faced with a clear and present danger.

Well, since Barry is trying to channel FDR & his economic blunders, he probably knows that the only way he can develop the facade of success is to have a brutal world war.
Unemployment will drop as we conscribe everyone we can into military service, & everyone else will be utilized in the war production effort, which will also raise the GDP dramatically. In the mean time, patriotism & threat will silence the voices of opposition as even they will then see something needs to be done. The world will forget about the fact that he was an economic dunderhead, prolonging a run of the mill market correction into a great depression, & instead see him as a great war leader.
It only makes sense to let things in Iran & Korea get out of hand.

I am a bit dismayed that this Monkey Business got through congress ahead of more urgent matters.
That said, it really IS a pretty good idea that there is some restriction on the interstate commerce in primates. I doubt the general public is up to speed on the health risks and other dangers involved with keeping primates as pets.
