    This is an operational problem of the Church. Catholicism is not monolithic and local bishops have a lot of power. For the most part, the U.S. bishops have been pretty lax in hewing to Church teachings over the years. That’s been changing lately and it’s why Nienstedt is such a controversial figure. He’s actually serious about promulgating doctrine, which causes significant heartburn for a lot of Catholics who like to pick and choose.
