As a rule, any article that includes the words “scientists say” can be ignored.
This article is wrong from the first line:
“The democratic process relies on the assumption that citizens (the majority of them, at least) can recognize the best political candidate, or best policy idea, when they see it.”
The “democratic process” relies on voters recognizing and voting their own best interests, as defined by the voters themselves.
