Outrageous? Absolutely. These “parents” should be in huuuuge trouble.
But this bit here…:
… wearing a motorcycle helmet and staggering around a bathroom, “in what appears to be a confused and altered state.”
I wonder – has the writer actually had a two-year-old?
Because when mine were two years old, I thought they were high, half the time…

My boy walks at a brisk pace in five foot diameter circle somewhat often… apparently, he finds that more entertaining then some of his toys.
Then there’s the wiggling. Hell, that sounds like fun to me!
Note to self… this weekend, get the boy and the wife to walk in circles and then just wiggle around.

And then put a several pound helmet on the kid, raising his center of gravity. The child is still learning to walk and now you have thrown a curve at him.
Chuba or not, the kid would be hobbling regardless.

Well I have a two-year-old right now and the only time that he possible appears to have indulged in a little weed is upon first waking up, when he oft appears dazed and confused. The rest of the day he’s running around as if hepped up on goofballs and crank.
