There is a similarity between the situation in MN last month and the situation in Washington today. In both cases a legislature that is the source of spending authority is being asked to pay for legislation passed by the other political party.
No congress can bind a congress that follows it. There is no reason at all that citizens, the media, or Washington pols, should expect the 112 House, dominated by Republicans elected specifically to halt the profligate spending of the 111th House, should feel any responsibility to fund the spending passed by the 111th House.
