Summertiiiiiiiime...and the living is...easy...
My favorite places in the Twin Cities, so far, to kill a couple of hours on a gorgeous summer night are:
- Pracna On Main - Sitting out on the sidewalk at Pracna, watching the river roll by on a balmy summer night, is just about the nicest time I can think of. Tugg's and Vic's, down the street, are up there, too, but there's something about Pracna...
- Fletchers - The Lake Minnetonka-front standby, complete with boat-up service, is a fun place to sit and watch the (staggeringly-wealthy) hoi-polloi doing their thing; sitting on the dock at sunset as the lake switches into night-time mode is a wonderful time.
- Keegan's - Parking out back on the Cigar Patio on a still, warm night, sucking down the Guinness and a nice cigar is one of my favorite summer getaways.
- Moscow On The Hill - The patio out back is one of my favorite summer stops.
Other suggestions?

W.A. Frost's used to have a nice patio, too, but I haven't been in a while.
Btw, this is going to sound pointy-headed, but hoi polloi means the rabble, the general population. Sorry. I'm an editor. I can't stop myself.

Downtown - The tables outside of Mission and the M&S Grill, the back patio of MacKenzie's, the roof of Solera.
Northeast - The Sample Room and Pyscho Suzi's. Suzi's even allows pets in the back patio area!

In Minnie, you can't go wrong at Rossi's for the jazz styles - and a great happy hour.
Marq VII lounge for nice wine and windows and 'cause I just like the IDS building.
Too many to really narrow it down much but these aren't bad for a start.
Also fun sometimes, somehow are the 400 Bar and the Red Sea over by Riverside. These are within crawling distance of each other. The 400 Bar is totally a dive, but has surprisingly decent white wines - much better than you'd think if you were just strolling past on the sidewalk. And the 400 is also a pretty inexpensive place to start knockin' 'em back.
