Rumors...

...of New Orleans' demise might be exaggerated:

Burnt-orange rubble from terra-cotta tiles, wrenched from roofs and scattered about the French Quarter, wait in neat piles for collection along the curb. Bourbon Street is cleaner than it ever is during Mardi Gras. And Donald Jones, a 57-year-old lifelong resident, is no longer armed when walking his street.

"The first five days I never went out of my house without my gun, now I don't carry it,'' Jones said, starting to laugh. "The only people I meet is military.''

Though 50 percent of New Orleans remains flooded and teams are still working to recover the dead, there are signs that hopelessness is beginning to lift two weeks after Hurricane Katrina plowed ashore.

"Each day there's a little bit of an improvement,'' Coast Guard Vice Adm. Thad W. Allen, commander of the New Orleans relief efforts, told NBC News on Sunday night. "And in the end run, maybe a week, two weeks from now, someone's going to wake in the morning and have something they didn't have the day before, and that's hope.''

No mistaking that what happened in New Orleans is a tragedy and will cause immense hardship. But the initial reports - 10,000 dead being the most jarring - are apparently grossly exaggerated.

Here's something to hope for - maybe the people that return to New Orleans will start taking the business of electing good mayors and governors seriously; maybe they'll make more than token efforts to clean up the corruption for which their city has always been famous.

One can hope.

One of the best things I have heard/read/seen about NOLA comes from Harry Shearer's Le Show. He often does his broadcast from NOLA and he frequently has musical guests from the area. He deals with the hurricane like a celebration of what NOLA was and hopefully will be again. You can hear the program here:

Teena ... just wondering if spend your time doing anything other than looking for anti-Bush opinion pieces and posting them here. That Newsweek article, for example ... lots of speculation and guessing, but the actual, provable facts in that article hardly paint Bush as a failure. Example: LA gov would not relinquish control of National Guard. Example: Mayor Nagin didn't evacuate the city. Sure, FEMA didn't perform well - but is our President supposed to be prescient? If anything, this is just further proof of why large centralized beauracracies (sp) don't work.

Mitch,

First, as someone with family in New Orleans, you bluntly couldn't be more wrong if you burried your head in the sand and started clucking.

The city's mayor has about as much to do with funds for dike repair, determining lock and silting strategies, and closing the inter-coastal as a herring does with pizza.

Second, that city is no more or less corrupt than is Minneapolis, which is in either event, irrelevant. The murder rate has fallen by almost 50% in the past 10 years, Ray Nagin sounded the alarma and ordered folks out, but had almost no budget (nice tax cuts) to actually provide busing for folks, yet FEMA and Bushie did, and didn't do a damned thing pro-actively.

Third, nice cannard from Bush and Mary Landrieux, the storm didn't discriminate, no sheet sherlock, and from Landrieux, rich homes and poor homes were equally affected, wow, what a brain storm. This changes the fundamental issue, the issue is POOR people died because the could not evacuate because they were so poor they didn't have their Land Rover to jump into and leave. Arguing it's about property impact is a cannard, it's neither the point that was brought up, nor the point that is important.

Finally, if all of you want to delude yourself into thinking this is just a bunch of inept black management whining, that's fine, keep on being fooled into believing that ignorance of key governmental functions is effective, but when it is your home, when it is your family, and you have no support, and the process to actually govern wisely is gone, then please tell me you want them to cut taxes some more. Please also tell me that you will be happy that they took thier charge so cavallierly that they appointed people unqaulified for the job(s) when you have to rebuild your house, bury your friends, your dog, and your job is gone because the impact is so psychologically devestating to the nation that the city will probably not recover economically for 10 years.

The failure here, as the BBC put it, was in a failure of an administration to take seriously parts of the job it fundamentally had no interest in. It appointed cronies, and under-reacted to warnings.

Blame Nagin though, if that helps you sleep at night.

I agree. The Nagin and Blanco administrations dropped the ball, and failed spectacularly.

In any emergency, Local and State gov't are (almost) always the first responders. After all, who should know the situation better than local authorities on the ground ? The Fed only comes in afterward. To blame Bush, FEMA or the Federal gov't is to shirk responsibility.

I hate to use Navy analogies, but the mark of a good captain isn't the ability to steer the ship in a calm harbor on the Midnight shift (aka "Midwatch" for you fellow "squids"). It's how one responds during "battle stations", or in rough seas, or when an alarm sounds. It's the ability to lead in times of crisis. Sometimes that means taking action. Sometimes it means co-ordination of efforts. Sometimes it just means reassuring people that everything's going to be okay. Whatever it is, it means taking responsibility, not passing the buck. If you don't like heights, don't start up the mountain.

Look at how Rudy Giuliani and George Pataki reacted during and after 9/11. That's leadership. Look at how Blanco and Nagin are reacting. That's pathetic and disgraceful. It has nothing to do with skin color or economics. It's about responsibility, and ability to lead.

Well first, Ecarus, sorry but your comments are as foolish as they are simple. The President was advised of the calamity about to unfold 72 hours before it hit the coast, and was advised last year when Charley nearly hit. Equating that to your shed, is moronic. Using your shed as an analogy is not satire, it's wilfully ignoring the truth.

The President says he "takes full responsibiity", wow, with that and $.25 I can get $.25 worth of coffee. IF the captain is responsible for that which happens on his watch, moreover, if the captain is advised that he has a leaky boiler that has the potential to blow a hole in his ship, and he assigns a junior ensign to oversee the solution, then blaming the senior chief when it blows up, is pretty much white washing the issue, yet you all want to blame Nagin, though he had almost no power to affect the outcome, because well then, you don't have to face the fact that regardless of whatever pro-active tasks this administration, and others, should have taken, it took NO action prior to the storm hitting. That, as well as it's slothfull response after is the issue.

You can blame Nagin, and say local authorities are first responders, but the reality is that this is a dodge. Would local authorities be the first responders if there were a strategic threat to the US? Would we want them to be? Is it right for the President to abrogate responsibility to them because he's just plain old not interested in that levy threat thing?

The President not only has the right, he has the responsibility to react to global, multi-state threats. He can federalize the Guard, if the states don't react, he can order in the active services personnel, if the states fail to ask. In short, if others fail to act, which Nagin clearly did NOT fail to ask, then he has the incumbent responsibility to be the bigger man, and take action for them.

And regardless of whether they failed, his responsibility extends to ensuring he actually appoints capable people. I've hear spin doctors talking about how Brown was confirmed by Democrats, sure, so I guess the same "The President should get who he wants" doesn't hold true when the guy turns out to be a flub? That this President took so unseriously the need for true disaster planning after 9/11 that he appointed a political croney and lightweight, is an indictment of HIM rather than Brown. Brown was out of his depth, but BUSH put him there, and in a spot that is vital should we have suffered another large impact attack like 9/11. Further, this isn't the first time, Bernie Kerick was certainly not qualified for Homeland Chief - and was not investigated by a Presidential staff that takes such things as politcal favortism far more importantly than actual qualifications.

So go ahead, blame Nagin, who had nearly zero funding, who raised the alarm over and over again. I will agree he probably needed to force evacuations than rely upon "good samaritan" conduct, but that applies to all levels. I agree the Governor appears to bear some blame for telling the Red Cross NOT to go to the convention center, but the reason she said not to, as I understand, is because of how dangerous it was. The Red Cross should NOT be, as a private charity, our first response, we should fund a government that is capable of dealing with catastrophes adequately, and if that is to be equated with calling the White House when a tree falls on your garage, then the supporters of this site are truly sad. The scale of calamity is so exponentially different, why have a government, a FEMA, a Homeland Security, if you don't use it to apply civic capacity (which FAR exceeds private) to dealing with large-scale human tragedy? Or, I suppose, we should tell the Tsunami victims, and those in the Gulf Coast, to suck it up, after all, it's their garage, we can't be bothered, apparently.

There are dead bodies everywhere and so far I have not received any medical attention, extra food, water, or gasoline, to say nothing about my debit card. What IS it with you people? Don't you care? Where is the EPA? Didn't your team plan for this? You KNEW it would happen some day and yet you FAILED to prepare for this post-disaster disaster. Where is your civic capacity to deal with this human tragedy? Did I mention the squirrels are looting the birdseed the chickadees depend on all winter?
