One of the biggest problems with the Left these days is a complete unwillingness to learn from history. They want to "do something" even when that something isn't wise or warrented.
One thing you learn as an engineer is that in big systems even small changes can have huge and unpredictable impacts. It also means that while you often want to make changes to make things better you often don't because the risk is worse than the reward. Here we took a risk by setting FEMA under a crazy mismash of a department and we watched its mission change and morf into something that didn't function as well as it might have. At least Her Clintoness realizes it was better before and is willing to roll things back rather than the traditional liberal response of throwing more money at the problem.
