Its what is known as a "joke" mitch.
Us humans have a wacky tendancy to make light of certain situations. . . we use things called "jokes" to both mock the situation and ourselves. I know this will be hard for you to grasp, but Kerry was making a JOKE about hair, it really wasnt a statement of policy. Honest.
