That&#8217;s Catch-22 and it&#8217;s<br>not a joke, it&#8217;s official policy.<\/p><p>So the obvious question is: When will Ryan Winkler introduce legislation<br>creating a right for citizens to sue the government for failing its<br>responsibility to protect them? And will the new law be retroactive to<br>cover the riots?<\/p><p>Ryan Winkler talked the talk, but will he walk the walk?<\/p><p>Joe Doakes<\/p><\/blockquote>\n\n\n\n<p>No point of Rep.
