{"id":17630,"date":"2011-01-25T07:06:23","date_gmt":"2011-01-25T13:06:23","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=17630"},"modified":"2011-09-01T07:37:08","modified_gmt":"2011-09-01T12:37:08","slug":"the-dayton-dustbowl-the-cheap-copy","status":"publish","type":"post","link":"https:\/\/www.shotinthedark.info\/wp\/?p=17630","title":{"rendered":"The Dayton Dustbowl: The Cheap Copy"},"content":{"rendered":"<p>Yesterday, after asking the House to hold off on holding hearings on <a href=\" http:\/\/www.house.leg.state.mn.us\/bills\/billnum.asp?Billnumber=HF1&amp;ls_year=87&amp;session_year=2011&amp;session_number=0\">HF1<\/a> (Rep. <a href=\"http:\/\/www.house.leg.state.mn.us\/members\/members.asp?leg_id=15346\">Dan Fabian&#8217;s<\/a> bill to reform state permitting), Governor Dayton released an executive order that <a href=\"http:\/\/mn.gov\/governor\/images\/Executive_Order-EO_11-04.pdf\">will do the same thing<\/a>.<\/p>\n<p><a href=\"http:\/\/www.shotinthedark.info\/wp\/?cat=117\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"http:\/\/farm5.static.flickr.com\/4108\/4952020177_a626ccd1ff_m.jpg\" alt=\"\" width=\"200\" height=\"152\" \/><\/a><\/p>\n<p>Well, that&#8217;s what the DFL and media (pardon the redundancy) will want you to think.<\/p>\n<p>Dayton&#8217;s order will do a bunch of the streamlining that HF1 would do&#8230;<\/p>\n<p>&#8230;with one absolutely key exception. Via Gary Gross at <a href=\"http:\/\/www.letfreedomringblog.com\/\">LFR<\/a>, House Majority Leader Matt Dean said in a statement:<\/p>\n<blockquote><p>\u201cToday\u2019s executive order is concerning. Just a week ago, Governor Dayton was asking us to slow down and allow more time for public hearings and input.<\/p><\/blockquote>\n<p>In other words, the MNGOP <em>reached across the aisle<\/em>. \u00a0They gave a little procedural ground, and worked <em>with <\/em>the Governor.<\/p>\n<p>And that&#8217;s always a mistake.<\/p>\n<blockquote><p>The Minnesota House has held two public hearings on HF1 and are planning a third hearing on this important legislation. We are concerned that Governor Dayton selected components of HF1 for his Executive Order, watered down some provisions and ignored key areas of reform.<\/p>\n<p>We find his actions today to be counterproductive to the legislative process and his stated commitment to work together on these common ground issues. House Republicans will continue with our previously-announced public process for HF1 and other initiatives designed to make Minnesota\u2019s business climate competitive. We hope Governor Dayton will join us in that endeavor.\u201d<\/p><\/blockquote>\n<p>So compare HF1 and the statement. \u00a0What&#8217;s missing?<\/p>\n<p>Any reference to reforming litigation.<\/p>\n<p>It&#8217;s the litigation that not only kills projects, but blows up the price of \u00a0private-sector <em>and <\/em>state projects.<\/p>\n<p>Now &#8211; given that Governor Dayton has stacked his administrative appointments with people whose entire public resume involves <em>litigating development to death, <\/em>what do you suppose his &#8220;executive order&#8221; is going to be worth?<\/p>\n<p>Oh, yeah &#8211; and &#8220;executive orders&#8221; exist, and are enforced, at the pleasure of the governor. \u00a0What the governor orders with a swipe of his pen, he can un-order the same way.<\/p>\n<p>The GOP needs to continue and pass HF1, and tell the Governor &#8220;thanks, but no thanks; we&#8217;ll stick with the brand name&#8221;.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yesterday, after asking the House to hold off on holding hearings on HF1 (Rep.
