Escape, I’m thinking that Mitch still wins. The trick is that the homeowner does not technically own the power lines or meter at his home–the utility does, because you definitely do NOT want homeowners screwing around with lines that, if energized, would be at 12kV. That much voltage turns any idiot who touches it wrongly into a human torch.
And that is why you don’t sweat issues of pool fences being down, because aluminium pool fence plus 12kV plus homeowner is going to get ugly really, really quickly. So really, the code inspectors didn’t just harass homeowners who were desperately trying to get some things safely cleaned up, but they also ignored basic safety provisions that they should have known from the very codes they were trying to enforce.
