This is a monument to the wisdom of the Walz\/Flanagan Administration, and will be used to move forward as One Minnesota&#8230;<\/p>\n\n\n\n<p>NORMIES:  Uh, the &#8220;surplus&#8221;&#8221; is a combination of one-time or shor-time stimulus money from the Feds, and tax revenue driven by people spending all that stimulus money. It&#8217;s not permanent.
