A Cookie?"},"content":{"rendered":"\n<p>So among all the bad news about the pandemic, it seems there <em>is <\/em>a silver lining:   the administrations in Minneapolis and Saint Paul are being forced to stop playing Sim City with real money and people, and actually do he things city governments are <em>supposeed <\/em>to do. <\/p>\n\n\n\n<p>Or, well, try.  Emphasis added by me:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>In Minneapolis, <strong>meetings to discuss the hotly debated U<\/strong>pper Harbor Terminal redevelopment have been postponed. Discussions about millions in <strong>funding for neighborhood organizations<\/strong> and <strong>reimagining<\/strong> the city\u2019s transportation networks have been pushed to the summer.<\/p><p>In St. Paul, the pandemic prompted the city to postpone public hearings on a <strong>tenant protection ordinance<\/strong> and\u00a0<a href=\"https:\/\/www.startribune.com\/st-paul-city-council-considers-banning-conversion-therapy-for-minors\/569179822\/\"><strong>a ban on conversion therapy<\/strong><\/a>. A community meeting on <strong>the future of Ayd Mill Road<\/strong> was canceled and\u00a0<a href=\"https:\/\/www.stpaul.gov\/departments\/public-works\/projects\/ayd-mill-road\">replaced with an online video<\/a>.<\/p><p>The coronavirus is causing a major slowdown for the two cities, which have in recent years <strong>raised the minimum wage<\/strong>, <strong>overhauled zoning<\/strong> and made <strong>other changes consistent with a progressive policy agenda<\/strong> for workers and the environment. Now, they\u2019re scrambling to find ways to meet the immediate needs of struggling residents while protecting their own workers.<\/p><\/blockquote>\n\n\n\n<p>In bold, you almost literally see a shopping list of &#8220;progressive&#8221; virtue-signals &#8211; gone (until the spigot turns back on).\u00a0\u00a0<\/p>\n<p>I&#8217;ve said it for years &#8211; especially since <em>the Walking Dead\u00a0<\/em>was the most popular show on TV:\u00a0 catastrophe makes everyone a conservative, one way or the other.\u00a0 \u00a0<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cIt\u2019s nice to want to change the way things happen, but we don\u2019t have the luxury of promoting change at this point,\u201d said Minneapolis City Council Member Lisa Goodman. \u201cWe have the responsibility to make sure we provide the basic services of the city.\u201d<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>And, when conversations on those more ambitious goals resume, they won\u2019t look the same.<\/p><\/blockquote>\n\n\n\n<p>And one can hope that the people of MInneapolis and Saint Paul, when they see how badly the Cities take care of the basics after a decade of no practice, react to that change in the &#8220;conversation&#8221; by changing the way they&#8217;re governed.  <\/p>\n\n\n\n<p>Likely?  Absolutely not.
