{"id":72169,"date":"2019-09-16T11:00:07","date_gmt":"2019-09-16T16:00:07","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=72169"},"modified":"2019-09-16T13:46:57","modified_gmt":"2019-09-16T18:46:57","slug":"making-housing-affordable-by-making-it-unattanable","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=72169","title":{"rendered":"Making Housing Affordable By Making It Unattainable"},"content":{"rendered":"\n<p>Minneapolis <a href=\"https:\/\/www.fox9.com\/news\/minneapolis-city-council-unanimously-approves-ordinance-preventing-tenant-screening?fbclid=IwAR1XjAp1aDOQAfKwJHLZMx2RZK4zcT148s1YjA1Mpk53IHFsOLJXOIemAA4\">passed a &#8220;renter protection&#8221; ordinance last week<\/a> that&#8217;ll hamstring landlords trying to do even the most basic due diligence about potential tenants:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>The renter\u2019s protection ordinance prevents landlords from using old criminal or housing records to deny applicants. Specifically, an applicant cannot be denied if they have a misdemeanor conviction older than three years, a felony record dating back seven years, and more serious offenses that occurred 10-plus years ago. Landlords also lose the use of a credit score during the screening process and there is a new cap on security deposits at one month\u2019s rent. <br><\/p><\/blockquote>\n\n\n\n<p>I can see giving people a break on criminal records after a long-enough time keeping one&#8217;s nose clean.  <\/p>\n\n\n\n<p>On the other hand, I don&#8217;t think the City of Minneapolis is the one to plop an arbitrary figure on how long it takes a criminal to be a safe risk&#8230;<\/p>\n\n\n\n<p>&#8230;for someone else&#8217;s investment. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Previously, property owners could look at someone\u2019s criminal and credit history before renting to them, sometimes going back a decade. Renters said mistakes of the past should not affect their future, especially something from 10&nbsp;or 20&nbsp;years ago.&nbsp;<\/em><br><\/p><\/blockquote>\n\n\n\n<p>In the 1960s, New York City instituted &#8220;Renter Protections&#8221; &#8211; rent control, making evictions for cause nearly impossible, onerous regulations on landlords &#8211; that caused the stock of &#8220;affordable housing&#8221; to become unsustainable;  as landlords abandoned or sold out cheaper properties, housing either became unlivably awful and abandone, or sustainable but only affordable by the wealthy.  <\/p>\n\n\n\n<p>San Francisco followed suit; there is little between great wealth and grinding poverty.  <\/p>\n\n\n\n<p>Sounds like a fine plan, Minneapolis.
