{"id":66761,"date":"2018-05-08T11:00:02","date_gmt":"2018-05-08T16:00:02","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=66761"},"modified":"2018-05-06T21:31:59","modified_gmt":"2018-05-07T02:31:59","slug":"resilience","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=66761","title":{"rendered":"Resilience"},"content":{"rendered":"<p>When I hear city governments talking about hiring &#8220;resilience directors&#8221; &#8211; <a href=\"http:\/\/www.shotinthedark.info\/wp\/?s=knuth&amp;submit=Search\">like Minneapolis and Saint Paul<\/a> &#8211; the job usually involves&#8230;<\/p>\n<p>&#8230;well, let&#8217;s let the City of Minneapolis explain it:<\/p>\n<blockquote><p>&#8230;expanding access to affordable housing, and the impact that would have on our other goals, including building an inclusive economy and strengthening police-community relations,<\/p><\/blockquote>\n<p>In other words, it&#8217;s a non-profit executive being paid for directly by the taxpayer.<\/p>\n<p>Of course, when I originally heard the term &#8220;resiliency officer&#8221;, I\u00a0<em>thought\u00a0<\/em><a href=\"https:\/\/www.usnews.com\/news\/healthiest-communities\/articles\/2018-05-03\/houston-new-orleans-show-need-to-rebuild-with-resilience-after-natural-disasters\">they meant something like this<\/a>\u00a0&#8211; actually working to make their cities more, y&#8217;know, resilient:<\/p>\n<blockquote>\n<div class=\"Raw-s1p4r1tl-0 WBMax\">\n<p>In the wake of Harvey, Houston has become a prominent test case for resilient rebuilding. Last month, the Houston City Council\u00a0<a href=\"https:\/\/www.usnews.com\/news\/best-states\/texas\/articles\/2018-04-04\/houston-approves-new-post-harvey-flood-construction-rule\" target=\"_blank\" rel=\"noopener\"><u data-rte2-sanitize=\"underline\">approved regulations<\/u><\/a>\u00a0requiring new buildings in the 100- and 500-year floodplains be built 2 feet above ground level or above the projected water level of a 500-year flood.
