{"id":59594,"date":"2016-07-14T05:05:44","date_gmt":"2016-07-14T10:05:44","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=59594"},"modified":"2017-06-21T15:53:14","modified_gmt":"2017-06-21T20:53:14","slug":"procedure","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=59594","title":{"rendered":"Procedure"},"content":{"rendered":"<p>Joe Doakes from Como Park emails:<\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">There are 10,000 sworn officers <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_law_enforcement_agencies_in_Minnesota\"><span class=\"s2\">employed in Minnesota<\/span><\/a>. \u00a0They shoot an <a href=\"http:\/\/www.startribune.com\/database-of-deaths-after-police-use-of-force-in-minnesota-since-2000\/350729601\/\"><span class=\"s2\">average of 10 people per year<\/span><\/a> for the past 15 years\u00a0 No police officer was charged <a href=\"http:\/\/www.startribune.com\/no-charges-for-minnesota-officers-in-police-involved-deaths-since-2000\/373981961\/\"><span class=\"s2\">in any of those deaths<\/span><\/a>. \u00a0\u00a0<\/span><span class=\"s1\">There are 200,000 Minnesotans with valid <a href=\"http:\/\/www.madfi.org\/permitcount.asp\"><span class=\"s2\">permits to carry a firearm<\/span><\/a>.\u00a0 The Violence Policy Center (a gun-control advocacy group) <a href=\"http:\/\/concealedcarrykillers.org\/minnesota\/\"><span class=\"s2\">tracks their offenses<\/span><\/a> going back to 2008.\u00a0 Permit holders shoot an average of 2 people per year.\u00a0 \u00a0Four permit holders have been charged with crimes (two are pending).<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Police shoot 1 person per 1,000 cops.\u00a0 Permit holders shoot 1 person per 100,000 permit holders.\u00a0 Permit holders shoot fewer people in total, and fewer people per capita, than police. <b>Minnesota police are 100 times more likely to shoot somebody than Minnesota pistol permit holders.<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u00a0<\/span><span class=\"s1\">Minnesota police shooters are never charged, just like FBI shooters <a href=\"http:\/\/www.outsidethebeltway.com\/fbi-investigation-clears-fbi-agents-of-wrongdoing-in-150-shootings\/\"><span class=\"s2\">are never charged<\/span><\/a>.\u00a0 That could be because no Minnesota <\/span><span class=\"s3\">l<\/span><span class=\"s1\">aw enforcement officer has ever made a mistake; \u00a0it could be because of institutional bias shielding members of the law enforcement community from the consequences of their mistakes; or it could be because the law gives <a href=\"http:\/\/thinkprogress.org\/justice\/2016\/07\/11\/3796694\/police-contracts-bill-of-rights-alton-sterline-philando-castile\/\"><span class=\"s2\">police officers special privileges<\/span><\/a> that are denied to permit holders.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">\u00a0<\/span><span class=\"s1\">What is the correct procedure when an officer is approaching a vehicle during a traffic stop?\u00a0 Hand on pistol, just in case the driver is a threat to the officer.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u00a0<\/span><span class=\"s1\">What is the correct procedure when the driver identities himself as a cop?\u00a0 Most likely, the officer can take his hand off his pistol because even though the driver has a gun, that particular driver is not a threat to the officer.\u00a0 If the officer wants the driver out of the car, what\u2019s the procedure to secure a fellow officer\u2019s gun &#8212; take it away or let him keep it?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u00a0<\/span><span class=\"s1\">What is the correct procedure when the driver identifies himself as a permit holder?\u00a0 Statistically, that driver is even less likely to be a threat to the officer than when the driver is a cop.\u00a0 Shouldn\u2019t the \u201cnot-a-threat-to-the-officer\u201d procedure be similar &#8211;
