{"id":59584,"date":"2016-07-21T09:20:03","date_gmt":"2016-07-21T14:20:03","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=59584"},"modified":"2016-07-21T09:20:57","modified_gmt":"2016-07-21T14:20:57","slug":"policies-matter","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=59584","title":{"rendered":"Policies Matter"},"content":{"rendered":"<p>Not so long ago, a not overly bright person on a community forum called me a &#8220;racist&#8221; for asking &#8220;what does Black Life Matter&#8221; actually want?&#8221;<\/p>\n<p>One might wonder if BLM is &#8220;racist&#8221; for <a href=\"http:\/\/politicsbreaking.com\/black-lives-matter-just-delivered-10-point-manifesto-want\/\">finally answering my question<\/a>.<\/p>\n<p>Thing is, their ideas aren&#8217;t entirely wrong:<\/p>\n<blockquote><p>1. End \u201cbroken windows\u201d policing, which aggressively polices minor crimes in an attempt to stop larger ones.<\/p><\/blockquote>\n<p>Broken windows policing has always been controversial. \u00a0But it&#8217;s worked; it was a key element in turning New York from a crime-sodden wasteland in 1975 to one of the safer cities in America in 2005.<\/p>\n<p>It did lean hard on &#8220;communities of color&#8221; &#8211; because some of those communities have had all sorts of problems, both &#8220;broken windows&#8221;\u00a0<em>and\u00a0<\/em>crime. \u00a0We can debate the reasons for that &#8211; and a lot of African-Americans disagree with BLM on that; it&#8217;s usually they who are asking for more, and more integrated, police presence in their communities.<\/p>\n<p>Is it possible to get good policing in a trouble community without impacting those,\u00a0<em>in the community<\/em>, who are trouble?<\/p>\n<blockquote><p>2. Use community oversight for misconduct rather than having the police department decide what consequences officers should face.<\/p><\/blockquote>\n<p>I don&#8217;t disagree in principle: \u00a0groups investigating themselves never works.<\/p>\n<p>But community review boards, especially in Democrat-run cities where most police problems\u00a0<em>are,\u00a0<\/em>inevitably turn into political footballs.<\/p>\n<p>Better idea? \u00a0Make police carry individual liability insurance. \u00a0It&#8217;ll have the same effect it has on drivers; it&#8217;ll show us who the &#8220;bad&#8221; ones are, and fast.<\/p>\n<blockquote><p>3. Make standards for reporting police use of deadly force.<\/p><\/blockquote>\n<p>Excellent idea.<\/p>\n<blockquote><p>4. Independently investigate and prosecute police misconduct.<\/p><\/blockquote>\n<p>This would seem to make good common sense.<\/p>\n<blockquote><p>5. Have the racial makeup of police departments reflect the communities they serve.<\/p><\/blockquote>\n<p>A passable-sounding\u00a0idea in principle; very hard to carry out in practice; if applicants for police service reflect the larger American community &#8211; 12% Latino, 11% black, 2% Asian, 75% white &#8211; what is &#8220;the community&#8221; supposed to do? \u00a0Assign cops to precincts on the basis of race?<\/p>\n<p>Is it a good idea, though? \u00a0If our idea of &#8220;justice&#8221; is &#8220;bean-counting based on skin color&#8221;, then haven&#8217;t we really lost?<\/p>\n<blockquote><p>6. Require officers to wear body cameras.<\/p><\/blockquote>\n<p>Fine idea in practice, and I support it in principle.<\/p>\n<p>The devil is in the details. \u00a0Can we allow officers to turn off their cameras? \u00a0Do you want officers stopping at Superamerica to take a dump preserved on the public record?<\/p>\n<p>I&#8217;m not asking to be funny or gross. \u00a0If you allow officers to turn off the camera for purposes of bodily functions, then you create an opportunity &#8211; several, in fact. \u00a0Unethical officers will use that facility. \u00a0 Bureaucrats will create more rules and procedures around cameras, which&#8217;ll take more time away from policing.<\/p>\n<p>I&#8217;m in favor, but with questions.<\/p>\n<blockquote><p>7. Provide more training for police officers.<\/p><\/blockquote>\n<p>Not a bad idea, provided the &#8220;training&#8221; is useful.<\/p>\n<blockquote><p>8. End for-profit policing practices.<\/p><\/blockquote>\n<p>We&#8217;re talking about civil forfeiture, and even if the other nine proposals had been complete hogwash, this alone would be worth it. \u00a0Using funds from &#8220;crimes&#8221; that haven&#8217;t even gone to trial should be stopped, now.<\/p>\n<blockquote><p>9. End the police use of military equipment.<\/p><\/blockquote>\n<p>I&#8217;ll meet &#8217;em halfway on this. \u00a0 The hero gear gets way too much of a workout. \u00a0When you have armored cars and police in full battle rattle knocking down doors to serve warrants for non-violent crimes &#8211; pot dealers, people who owe the city money, that kind of thing &#8211; that does kinda send a message about what you think about &#8220;a community&#8221;.<\/p>\n<blockquote><p>10. Implement police union contracts that hold officers accountable for misconduct.<\/p><\/blockquote>\n<p>Now\u00a0<em>that\u00a0<\/em>is going to be interesting to see out in practice.<\/p>\n<p>BLM&#8217;s got a few useful ideas. \u00a0Where they go wrong is in relying on politics and politicians to do the reforming for them.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Not so long ago, a not overly bright person on a community forum called me a &#8220;racist&#8221; for asking &#8220;what does Black Life Matter&#8221; actually want?&#8221; One might wonder if BLM is &#8220;racist&#8221; for finally answering my question.
