{"id":5077,"date":"2009-07-14T05:22:16","date_gmt":"2009-07-14T10:22:16","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=5077"},"modified":"2009-07-14T05:22:16","modified_gmt":"2009-07-14T10:22:16","slug":"sunlight-becomes-shooting-star","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=5077","title":{"rendered":"Sunlight Becomes Shooting Star"},"content":{"rendered":"<p>Another Obama &#8220;promise&#8221; <a href=\"http:\/\/volokh.com\/archives\/archive_2009_07_05-2009_07_11.shtml#1247319762\">bites the dust:<\/a><\/p>\n<blockquote><p>A few weeks ago, the Obama Administration officially abandoned the President&#8217;s &#8220;Sunlight before Signing&#8221; campaign pledge that the White House would post all legislation passed by Congress for at least five days before the President would sign it.<\/p><\/blockquote>\n<p>Naturally, the Administration maintained that they&#8217;d keep their promise even though they&#8217;d abrogated the formal commitment.<\/p>\n<p>But since they were only talking to peasants, <a href=\"http:\/\/www.cato-at-liberty.org\/2009\/07\/10\/broken-promises-to-voters-and-the-new-york-times\/\">they had their fingers crossed<\/a>:<\/p>\n<blockquote><p>When the <em>New York Times<\/em> published the story, five bills had been presented to the president and were awaiting his signature. Four more were presented to him after the story\u2019s publication. All nine are now law.<\/p>\n<p>And for the life of me, I can\u2019t find where any of them have been posted on Whitehouse.gov. Surely it was clear to the White House that the five bills it had and the four soon to come would reach the president\u2019s desk.<\/p>\n<p>I <a href=\"http:\/\/www.cato-at-liberty.org\/2009\/06\/22\/its-a-lot-easier-to-promise-to-change-washington-than-it-is-to-actually-change-it\/\">disagree with arguments for releasing President Obama from his pledge<\/a> to sign bills only after he has posted them for a full five days after receiving them. It would have the same effects as the <a target=\"_blank\" href=\"http:\/\/readthebill.org\/\">72-hour hold<\/a> the Sunlight Foundation is seeking from Congress\u00a0\u2014 also a welcome legislative process reform.<\/p><\/blockquote>\n<p>OBAMA APOLOGIST:\u00a0 &#8220;But it&#8217;s just to haaard&#8230;&#8221;<\/p>\n<p>Well, no:<\/p>\n<blockquote><p>And it\u2019s becoming more clear that the five-day promise could be implemented. At this point, only one of 39 bills that the president has signed has been posted for five days in advance. (The <a target=\"_blank\" href=\"http:\/\/www.washingtonwatch.com\/bills\/show\/111_PL_111-4.html\">DTV Delay Act<\/a> was actually not held five days after formal presentment, but the White House posted it after the final version had passed Congress.) Twenty-four other bills have been held at the White House five days or more before the President has signed them. They just haven\u2019t been posted.<\/p>\n<p>To repeat, over 60% of the legislation coming out of Congress waits five days for the president\u2019s signature as a matter of course. The only thing preventing implementation of the president\u2019s promise as to these bills is the White House\u2019s inexplicable reluctance to do what it says it will do.<\/p><\/blockquote>\n<p>So let&#8217;s get this straight; after promising a &#8220;transparent&#8221; governent, he runs an opaque administration.\u00a0 Six months after ramrodding through a &#8220;stimulus&#8221; putatively aimed at saving and creating private-sector jobs, he&#8217;s only slowed the hemorraging at the government level.\u00a0 And after promising to buff America&#8217;s allegedly tarnished image around the world, he&#8217;s cuddled up to dictators and slipped them all kinds of tongue.<\/p>\n<p>Change!<\/p>\n<blockquote><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Another Obama &#8220;promise&#8221; bites the dust: A few weeks ago, the Obama Administration officially abandoned the President&#8217;s &#8220;Sunlight before Signing&#8221; campaign pledge that the White House would post all legislation passed by Congress for at least five days before the President would sign it.
