{"id":41327,"date":"2014-01-24T12:15:07","date_gmt":"2014-01-24T18:15:07","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=41327"},"modified":"2014-01-24T07:18:54","modified_gmt":"2014-01-24T13:18:54","slug":"what-minnesota-deserves","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=41327","title":{"rendered":"What Minnesota Deserves"},"content":{"rendered":"<p>Knowing that the media will never allow it to amount to anything serious, Governor Dayton &#8220;<a href=\"http:\/\/blogs.mprnews.org\/capitol-view\/2014\/01\/dayton-pledges-to-improve-mnsure\/\">takes responsibility<\/a>&#8221; for the MNSure fiasco:<\/p>\n<p><a href=\"http:\/\/www.shotinthedark.info\/wp\/?attachment_id=35213\" rel=\"attachment wp-att-35213\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-35213\" title=\"DaytonDustbowl\" src=\"http:\/\/www.shotinthedark.info\/wp\/wp-content\/uploads\/2013\/03\/DaytonDustbowl.jpg\" alt=\"\" width=\"200\" height=\"152\" \/><\/a><\/p>\n<blockquote><p><span style=\"font-family: Georgia, 'Bitstream Charter', serif; font-style: italic;\">Dayton reacted Thursday to a report from Optum, a unit of Minnetonka-based UnitedHealth Group. The report found MNsure\u2019s problems are widespread and cannot be solved by the March 31 federal deadline for most people to have health insurance or pay a penalty. Optum said the state could try to fix the current system, which could take up to two years, or try to get it minimally functional for 2015 enrollment while building a new system from scratch.<\/span><\/p><\/blockquote>\n<p>Both options are exquisitely expensive. \u00a0There&#8217;s an old software engineering saying; &#8220;Fast, Cheap, High Quality &#8211; you can have two&#8221;.<\/p>\n<p>And that&#8217;s at best.<\/p>\n<p>And we&#8217;re not going to get &#8220;at best&#8221;. \u00a0Why?<\/p>\n<p>Emphasis added:<\/p>\n<blockquote><p>\u201cThose are the decisions that the new management is going to be making, and obviously the <strong>Legislature will be involved and the board and I\u2019ll have my say in it too<\/strong>,\u201d Dayton told reporters.<\/p><\/blockquote>\n<p>Even in the private sector, &#8220;designed by committee&#8221; is a synonym for &#8220;Bulgarian goat rodeo&#8221;.<\/p>\n<p>Healthcare is impossibly complex; politicians operate entirely in the realm of oversimplification, and that&#8217;s even if they have a general sense of &#8220;what is right&#8221;, which our DFL-dominated legislature does not.<\/p>\n<p>Politics is the worst possible way to allocate scarce resources and solve complex problems.<\/p>\n<blockquote><p>\u201cBut we\u2019re going to fix it. We\u2019re going to improve it.
