{"id":39019,"date":"2013-10-17T12:10:16","date_gmt":"2013-10-17T17:10:16","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=39019"},"modified":"2020-09-20T21:36:20","modified_gmt":"2020-09-21T02:36:20","slug":"winkler-karaoke-making-bipartisanship-out-of-nothing-at-all","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=39019","title":{"rendered":"Winkler Karaoke: &#8220;Making Bipartisanship Out Of Nothing At All&#8221;"},"content":{"rendered":"<p>Ryan Winkler (DFL St. Louis Park) is beating the bushes around Minnesota to try to gin up a push for a massive hike in the minimum wage (and cobble together some positive name recognition to try to rescue his rumored ambition to run for Secretary of State after the <a href=\"http:\/\/www.shotinthedark.info\/wp\/?p=36930\">avalanche of negative publicity he got by calling Justice Clarence Thomas an &#8220;Uncle Tom&#8221; <\/a>over the summer).<\/p>\n<p><a href=\"http:\/\/www.shotinthedark.info\/wp\/?attachment_id=21243\" rel=\"attachment wp-att-21243\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-21243\" title=\"chanting_points_200px\" src=\"http:\/\/www.shotinthedark.info\/wp\/wp-content\/uploads\/2011\/07\/chanting_points_200px.gif\" alt=\"\" width=\"200\" height=\"152\" \/><\/a><\/p>\n<p>Now, Winkler is from a solid blue district. \u00a0He can demand a minimum wage of $20 an hour, and the voters in Saint Louis Park and most of CD5 will applaud and stomp their feet and send him back to Saint Paul with 20 point margins of victory.\u00a0 Such is life.\u00a0<\/p>\n<p>But outstate? \u00a0In parts of Minnesota with functioning two-party systems, where the majority <em>don&#8217;t <\/em>work for government? \u00a0Especially in parts of the state represented by extremely weak DFLers like Ben Lien?<\/p>\n<p>Winkler, one of the most extreme demigogues in the entire Legislature, needs to try to <em>appear<\/em> &#8220;bipartisan&#8221;.<\/p>\n<p>This video was shot by a Winkler staffer at a town hall in Moorhead recently.<\/p>\n<p><object width=\"425\" height=\"344\" classid=\"clsid:d27cdb6e-ae6d-11cf-96b8-444553540000\" codebase=\"http:\/\/download.macromedia.com\/pub\/shockwave\/cabs\/flash\/swflash.cab#version=6,0,40,0\"><param name=\"src\" value=\"http:\/\/swf.tubechop.com\/tubechop.swf?vurl=tzefmvlZgtc&amp;start=0&amp;end=77&amp;cid=1557436\" \/><param name=\"allowfullscreen\" value=\"true\" \/><embed width=\"425\" height=\"344\" type=\"application\/x-shockwave-flash\" src=\"http:\/\/swf.tubechop.com\/tubechop.swf?vurl=tzefmvlZgtc&amp;start=0&amp;end=77&amp;cid=1557436\" allowfullscreen=\"true\" \/><\/object><\/p>\n<p>So at the start, he says\u00a0the support for his $9\/50\/hour minimum wage proposal\u00a0from\u00a0a House Select Committee on the minimum wage \u00a0<strong>is &#8220;bipartisan&#8221;.<\/strong><\/p>\n<p>Around the 90 second mark, a Town Hall attendee presses Winkler on the support his proposal is receiving &#8211; and whether the Republican members of the Select Committee on the Minimum Wage actually signed off on his presentation.<\/p>\n<p>Winkler quickly answers &#8220;no&#8221; before moving right along.<\/p>\n<p>No wonder why. \u00a0Here&#8217;s the presentation Winkler&#8217;s making:<\/p>\n<p style=\"margin: 12px auto 6px auto; font-family: Helvetica,Arial,Sans-serif; font-style: normal; font-variant: normal; font-weight: normal; font-size: 14px; line-height: normal; font-size-adjust: none; font-stretch: normal; -x-system-font: none; display: block;\"><a style=\"text-decoration: underline;\" title=\"View Rep Winkler's Living Wage Presentation on Scribd\" href=\"http:\/\/www.scribd.com\/doc\/176843452\/Rep-Winkler-s-Living-Wage-Presentation\">Rep Winkler&#8217;s Living Wage Presentation<\/a><\/p>\n<p><iframe loading=\"lazy\" id=\"doc_26237\" src=\"\/\/www.scribd.com\/embeds\/176843452\/content?start_page=1&amp;view_mode=scroll&amp;show_recommendations=true\" frameborder=\"0\" scrolling=\"no\" width=\"100%\" height=\"600\" data-auto-height=\"false\" data-aspect-ratio=\"undefined\"><\/iframe><\/p>\n<p>That it&#8217;s full of lefty puffery and junk stats about the minimum wage is no surprise.<\/p>\n<p>But forget about the actual facts for a moment.\u00a0<\/p>\n<p>Why would Winkler claim &#8220;bipartisan support?&#8221;\u00a0 This would lmean the Republicans on the\u00a0Select Committee &#8211; \u00a0Representatives Jenifer Loon, Pat Garofalo and Andrea Kieffer &#8211; supported his stance, and the points on his presentation.<\/p>\n<p>Sources say Winkler&#8217;s repeating the claim at other town hall meetings where &#8211; unlike the Moorhead meeting in the video &#8211; nobody&#8217;s pressing him on the claim.<\/p>\n<p>Pat Garofalo has spoken against Winkler&#8217;s proposal in the House.\u00a0 I talked with Rep. Garofalo &#8211; he opposes the $9.50 minimum wage, and has\u00a0not changed his mind one iota.\u00a0<\/p>\n<p>And a source close to Representative Loon tells me that not only does Loon not support the $9.50 minimum wage, but that the DFL, possibly including some DFL members of the Select Committee, might not entirely support Winkler.\u00a0<\/p>\n<p>Finally, I talked with Representative Kieffer.\u00a0 <em>She does not <\/em>support Winkler&#8217;s proposal, and does <em>not <\/em>approve of the points in the presentation.\u00a0She&#8217;s even written an op-ed on the subject, which has circulated to some local newspapers around the state; it&#8217;s below the jump. \u00a0It flenses Winkler&#8217;s claims about the minimum wage in general.<\/p>\n<p>But here&#8217;s the money quote from Kieffer in re the &#8220;bipartisanship&#8221; of Winkler&#8217;s support:<\/p>\n<blockquote><p>First and foremost, the implication that there is \u201cbipartisan\u201d support for his presentation is disingenuous. During meetings that I attend, I consistently voice my concerns to the data presented, ask for more specifics, and maintain that the committee is focusing on the wrong part of the economic picture.<\/p><\/blockquote>\n<p>And Kieffer is right.<\/p>\n<p>So why is Ryan Winkler misrepresenting the Select Committee&#8217;s position as &#8220;bipartisan&#8221; support for his proposal around greater Minnesota, when not only are the Republicans not on board, but even the DFL has qualms?<\/p>\n<p>It&#8217;s not bipartisan.\u00a0 It&#8217;s not even entirely monopartisan!\u00a0<\/p>\n<p><!--more--><\/p>\n<p>Here&#8217;s the full text of Rep. Kieffer&#8217;s op-ed:<\/p>\n<p><strong>Good\u00a0Wages\u00a0Come\u00a0from\u00a0Good\u00a0Opportunities<\/strong><\/p>\n<p><strong>Rep.\u00a0Andrea\u00a0Kieffer\u00a0(R-Woodbury)<\/strong><\/p>\n<p>Last\u00a0week,\u00a0the\u00a0House\u00a0Committee\u00a0on\u00a0Living\u00a0Wage\u00a0Jobs\u00a0held a\u00a0\u201ctown\u00a0hall\u201d\u00a0in\u00a0Willmar.\u00a0Rep.\u00a0Ryan\u00a0Winkler\u00a0(DFL-Golden Valley),\u00a0the\u00a0Chair\u00a0of\u00a0the\u00a0group,\u00a0was\u00a0the\u00a0only\u00a0elected\u00a0official to\u00a0attend\u00a0the\u00a0forum.\u00a0His\u00a0agenda:\u00a0to\u00a0gain\u00a0public\u00a0support for\u00a0a\u00a0significant\u00a0increase\u00a0in\u00a0the\u00a0state&#8217;s\u00a0minimum\u00a0wage.<\/p>\n<p>I\u00a0take\u00a0serious\u00a0issue\u00a0with\u00a0some\u00a0of\u00a0the\u00a0comments\u00a0by\u00a0Rep. Winkler\u00a0during\u00a0the\u00a0last\u00a0meeting,\u00a0which\u00a0is\u00a0why\u00a0I\u2019m\u00a0writing this\u00a0opinion\u00a0piece.<\/p>\n<p>First\u00a0and\u00a0foremost,\u00a0the\u00a0implication\u00a0that\u00a0there\u00a0is \u201cbipartisan\u201d\u00a0support\u00a0for\u00a0his\u00a0presentation\u00a0is\u00a0disingenuous. During\u00a0meetings\u00a0that\u00a0I\u00a0attend,\u00a0I\u00a0consistently\u00a0voice\u00a0my concerns\u00a0to\u00a0the\u00a0data\u00a0presented,\u00a0ask\u00a0for\u00a0more\u00a0specifics,\u00a0and maintain\u00a0that\u00a0the\u00a0committee\u00a0is\u00a0focusing\u00a0on\u00a0the\u00a0wrong\u00a0part of\u00a0the\u00a0economic\u00a0picture.<\/p>\n<p>Minimum\u00a0wage\u00a0was\u00a0never\u00a0intended\u00a0to\u00a0be\u00a0a\u00a0\u201cliving\u00a0wage\u201d and\u00a0find\u00a0it\u00a0concerning\u00a0that\u00a0this\u00a0committee\u00a0chair\u00a0is\u00a0wasting time\u00a0and\u00a0taxpayer\u00a0dollars\u00a0traveling\u00a0the\u00a0state\u00a0with\u00a0a\u00a0one-sided\u00a0message.\u00a0The\u00a0bill\u00a0to\u00a0raise\u00a0the\u00a0minimum\u00a0wage\u00a0will not\u00a0cure\u00a0the\u00a0\u201cgood\u00a0paying\u00a0jobs\u201d\u00a0problem\u00a0that\u00a0Minnesota\u00a0is currently\u00a0experiencing.<\/p>\n<p>In\u00a0order\u00a0for\u00a0families\u00a0to\u00a0thrive\u00a0with\u00a0better\u00a0paying\u00a0jobs\u00a0we need\u00a0two\u00a0things:\u00a0an\u00a0attractive\u00a0business\u00a0climate\u00a0and\u00a0an educated\u00a0workforce.<\/p>\n<p>Neither\u00a0of\u00a0these\u00a0ideas\u00a0is\u00a0ever\u00a0discussed\u00a0as\u00a0an\u00a0option\u00a0to solve\u00a0the\u00a0income\u00a0gap\u00a0for\u00a0the\u00a0working\u00a0poor.\u00a0What\u2019s\u00a0worse, raising\u00a0the\u00a0minimum\u00a0wage\u00a0will\u00a0most\u00a0likely\u00a0harm\u00a0the\u00a0very people\u00a0it\u00a0is\u00a0intended\u00a0to\u00a0help.<\/p>\n<p>A\u00a02011\u00a0report\u00a0from\u00a0the\u00a0Department\u00a0of\u00a0Labor\u00a0and Industry\u00a0(DLI)\u00a0found\u00a0that\u00a0some\u00a0of\u00a0Winkler&#8217;s\u00a0assertions \u00a0aren&#8217;t\u00a0accurate.\u00a0For\u00a0example,\u00a0he\u00a0cited\u00a0adults\u00a0who\u00a0lost high-paying\u00a0industrial\u00a0jobs\u00a0during\u00a0the\u00a0recession\u00a0are now\u00a0working\u00a0several\u00a0part-time,\u00a0minimum\u00a0wage\u00a0jobs.\u00a0In fact,\u00a0most\u00a0Minnesotans\u00a0working\u00a0for\u00a0minimum\u00a0wage\u00a0are under\u00a0age\u00a024\u00a0and\u00a0work\u00a0in\u00a0the\u00a0restaurant\u00a0or\u00a0retail\u00a0trade.<\/p>\n<p>A\u00a0federal\u00a0wage\u00a0conformity\u00a0bill\u00a0raising\u00a0our\u00a0wage\u00a0to $7.25,\u00a0backed\u00a0by\u00a0the\u00a0Department\u00a0of\u00a0Labor\u00a0and\u00a0Industry, was\u00a0introduced\u00a0this\u00a0year\u00a0in\u00a0the\u00a0Jobs\u00a0and\u00a0Economic Development\u00a0committee.\u00a0This\u00a0would\u00a0have\u00a0been\u00a0a\u00a0good bill,\u00a0but\u00a0my\u00a0DFL\u00a0colleagues\u00a0dismissed\u00a0the\u00a0idea,\u00a0and ultimately\u00a0no\u00a0wage\u00a0bill\u00a0was\u00a0passed.\u00a0Winkler\u2019s\u00a0plan\u00a0for minimum\u00a0wage\u00a0will\u00a0put\u00a0Minnesota\u00a0near\u00a0the\u00a0top\u00a0in\u00a0the nation\u00a0and\u00a0make\u00a0us\u00a031%\u00a0higher\u00a0than\u00a0our\u00a0neighboring states.\u00a0Combining\u00a0higher\u00a0tax\u00a0rates\u00a0(passed\u00a0this\u00a0session) with\u00a0more\u00a0regulation\u00a0and\u00a0new\u00a0wage\u00a0mandates\u00a0is\u00a0a recipe\u00a0for\u00a0economic\u00a0disaster.\u00a0If\u00a0you\u00a0think\u00a0the\u00a0employers (especially\u00a0on\u00a0the\u00a0borders)\u00a0won&#8217;t\u00a0make\u00a0adjustments\u00a0to their\u00a0business\u00a0model,\u00a0you\u00a0are\u00a0kidding\u00a0yourself.<\/p>\n<p>Consider\u00a0this:\u00a0according\u00a0to\u00a0the\u00a0U.S.\u00a0Department\u00a0of\u00a0Labor, states\u00a0where\u00a0the\u00a0wages\u00a0are\u00a0higher\u00a0than\u00a0the\u00a0federal minimum\u00a0have\u00a0higher\u00a0teen\u00a0unemployment\u00a0rates,\u00a0and minority\u00a0populations\u00a0are\u00a0hardest\u00a0hit.\u00a0Nearly\u00a0all\u00a0the\u00a0top wage\u00a0states\u00a0in\u00a0the\u00a0U.S.\u00a0have\u00a0higher\u00a0unemployment\u00a0than we\u00a0do.<\/p>\n<p>In\u00a02010\u00a0the\u00a0Itasca\u00a0project\u00a0warned\u00a0that\u00a0Minnesota\u00a0is already\u00a0an\u00a0outlier\u00a0with\u00a0wage\u00a0demands,\u00a0making\u00a0the\u00a0state a\u00a0less\u00a0business-friendly\u00a0place\u00a0to\u00a0grow.\u00a0From\u00a0service providers\u00a0and\u00a0non-profits,\u00a0to\u00a0restaurants\u00a0owners\u00a0and retail\u00a0managers,\u00a0many\u00a0are\u00a0worried\u00a0that\u00a0increasing\u00a0the cost\u00a0of\u00a0doing\u00a0business\u00a0will\u00a0make\u00a0it\u00a0impossible\u00a0to\u00a0retain jobs.\u00a0This\u00a0is\u00a0very\u00a0disturbing\u00a0to\u00a0me.\u00a0Let\u2019s\u00a0make\u00a0sure\u00a0we use\u00a0facts\u00a0to\u00a0guide\u00a0our\u00a0policies\u00a0and\u00a0strongly\u00a0consider\u00a0what unintended\u00a0consequences\u00a0would\u00a0likely\u00a0result\u00a0if\u00a0we\u00a0follow
