Standing in the way is an obstacle&#8230;&#8221;<\/p>\n<p>The Court has &#8220;power to decide not abstract questions but real, concrete &#8216;Cases&#8217; and &#8216;Controversies.&#8217; Yet the plaintiff and the Government agree entirely on what should happen in this lawsuit.
