Ryan Winkler, DFL-Golden Valley. &#8220;[It&#8217;s] the Legislature weighing in and picking winners and losers among competing industries, and that&#8217;s something we&#8217;re pretty bad at, but never can stop doing, it seems.&#8221;<\/p><\/blockquote>\n<p>Gary adds &#8220;&#8221;Isn&#8217;t the <a href=\"http:\/\/www.aa.org\/en_pdfs\/smf-121_en.pdf\">first step<\/a> admitting you have a problem?
