{"id":26854,"date":"2012-03-16T06:31:15","date_gmt":"2012-03-16T11:31:15","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=26854"},"modified":"2012-03-16T06:31:15","modified_gmt":"2012-03-16T11:31:15","slug":"oceania-has-always-had-a-higher-budget-than-eastasia-winston","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=26854","title":{"rendered":"&#8220;Oceania Has Always Had A Higher Budget Than Eastasia, Winston&#8221;"},"content":{"rendered":"<p>After almost a year of listening to the DFL chide the GOP for &#8220;borrowing&#8221; money from the schools (actually just delaying some of the payments from one budget year to the next (notwithstanding the fact that Mark Dayton&#8217;s &#8220;budget&#8221; proposed an even bigger &#8220;loan&#8221;, naturally), the DFL is now proposing continuing the &#8220;delay&#8221; to refill the budget reserve.<\/p>\n<p>Well, not &#8220;the DFL&#8221;, <em>per se<\/em>, but the <em>Strib\u00a0<\/em><a href=\"http:\/\/www.startribune.com\/opinion\/editorials\/142693785.html\">editorial board<\/a>. \u00a0But that&#8217;s a distinction without a difference; the editorial board serves as the DFL&#8217;s trial balloon launcher.<\/p>\n<p>And launch they do:<\/p>\n<blockquote><p>Budget reserves don&#8217;t get a lot of love at the State Capitol.<\/p>\n<p>Throngs don&#8217;t congregate to shout &#8220;Don&#8217;t raid our reserves!&#8221; Lobbyists don&#8217;t line the corridors plotting strategies to plump up reserves or shield them from attack.<\/p>\n<p>It&#8217;s a pity that they don&#8217;t. Adequate reserves are the taxpayers&#8217; insurance policy.<\/p><\/blockquote>\n<p>&#8220;Insurance policy&#8221;&#8230;against what?<\/p>\n<p>Hard times?<\/p>\n<p>Like the ones we&#8217;ve been in for a few years now?<\/p>\n<blockquote><p>They guard against disruptive cuts and\/or tax increases when an ill-timed financial calamity strikes.<\/p><\/blockquote>\n<p>For a family budget &#8211; for people who earn their money &#8211; a budget reserve makes ample sense, and is a priority.<\/p>\n<p>For a state? \u00a0Keeping a billion dollar reserve &#8211; that&#8217;s $200 for every man, woman and child in the state of Minnesota &#8211; is yet another case of the <del><em>Strib <\/em>editorial board<\/del> DFL saying &#8220;Tough times schmough times; keeping government running comes first; bend over, it&#8217;s tax day!&#8221;<\/p>\n<p>The best &#8220;budget reserve&#8221; for government is to spend not only less than its means &#8211; its revenues &#8211; but <em>much less<\/em>. \u00a0Let revenue drop <em>to <\/em>where the budget is when things turn dodgy. \u00a0That means the next time times turn good, <em>do not <\/em>treat the new revenue as a sign that it&#8217;s time to have more permanent spending&#8230;<\/p>\n<p>&#8230;which is exactly what the <em>faux <\/em>Republicans like Arne Carlson, stealth DFLers like Jesse Ventura, and of course the <del>Strib Editorial Board<\/del> DFL do.<\/p>\n<p>Reserves are necessities for a family. \u00a0They&#8217;re a luxury for government &#8211; something to plump up only when revenues are increasing so fast that even a DFL legislature can&#8217;t try to spend it fast enough.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After almost a year of listening to the DFL chide the GOP for &#8220;borrowing&#8221; money from the schools (actually just delaying some of the payments from one budget year to the next (notwithstanding the fact that Mark Dayton&#8217;s &#8220;budget&#8221; proposed an even bigger &#8220;loan&#8221;, naturally), the DFL is now proposing continuing the &#8220;delay&#8221; to refill [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[],"class_list":["post-26854","post","type-post","status-publish","format-standard","hentry","category-minnesota-politics"],"_links":{"self":[{"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=\/wp\/v2\/posts\/26854","targetHints":{"allow":["GET"]}}],"collection":[{"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=26854"}],"version-history":[{"count":3,"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=\/wp\/v2\/posts\/26854\/revisions"}],"predecessor-version":[{"id":26867,"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=\/wp\/v2\/posts\/26854\/revisions\/26867"}],"wp:attachment":[{"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=26854"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=26854"},{"taxonomy":"post_tag","embeddable":true,"href":"http:\/\/www.shotinthedark.info\/wp\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=26854"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
