{"id":1136,"date":"2007-08-03T11:03:32","date_gmt":"2007-08-03T16:03:32","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=1136"},"modified":"2007-08-05T12:24:06","modified_gmt":"2007-08-05T17:24:06","slug":"unaccountable","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=1136","title":{"rendered":"Unaccountable"},"content":{"rendered":"<p>Yesterday, <a href=\"http:\/\/www.shotinthedark.info\/wp\/?p=1131\">I noted<\/a> that a local\u00a0backroom politico had blamed the 35W River Bridge disaster on &#8220;No New Taxes&#8221;; that if the state had only raised more taxes, the bridge would still stand.\u00a0 Nick Coleman <a href=\"http:\/\/www.startribune.com\/10204\/story\/1339911.html\">echoed<\/a> (literally and metaphorically) the same sentiment (and drew <a href=\"http:\/\/koolaidreport.blogspot.com\/2007\/08\/intellectually-deficient.html\">the only response that really fits<\/a>).<\/p>\n<p>Of course, <a href=\"http:\/\/www.startribune.com\/10204\/story\/1339411.html\">it was BS<\/a> (via <a href=\"http:\/\/www.captainsquartersblog.com\/mt\/archives\/010720.php\">Ed<\/a>).<\/p>\n<p>So who <em>is <\/em>accountable?\u00a0 And what can &#8220;the system&#8221; do about it?<\/p>\n<p>More later &#8211; or Monday.\u00a0<\/p>\n<p>UPDATE: Sarah Janecek <a href=\"http:\/\/www.politicsinminnesota.com\/2007\/aug\/02\/compounding-tragedy-political-blame-game\">beats Coleman like a baby seal<\/a>:<\/p>\n<blockquote><p>&#8220;No New Taxes&#8221; has nothing to do with what happened, yesterday.<\/p>\n<p>A few facts for Coleman. In general, the major bridges the federal government has built become the responsibility of states to maintain, and states routinely seek and are granted federal funding to help with the maintenance. The maintenance work being done on the I-35W bridge by Progressive Contractors, Inc., out of St. Michael, Minnesota, was on the list of projects of the <a href=\"http:\/\/www.oim.dot.state.mn.us\/pdpa\/STIP%2007-09\/AA%202007-2009%20STIP%20FOR%20OIM%20WEB%20PG.pdf\">2007-2009 State Transportation Improvement Program (STIP) list<\/a>. Right there on page 116 of the report is the I-35W bridge. The $3.3 million price tag was being paid mostly by the federal government ($2.97 million) and not the state ($330,000).<\/p>\n<p>The <a href=\"http:\/\/www.visi.com\/~jweeks\/bridges\/pages\/ms16.html\">National Bridge Inventory<\/a> conducted by the federal government in 2003 reported that the bridge had a &#8220;sufficiency&#8221; rating of 50% on a scale of 120. That\u2019s not great, but that\u2019s where about 80,000 of the country\u2019s bridges stand.
