{"id":11002,"date":"2010-05-21T06:35:18","date_gmt":"2010-05-21T11:35:18","guid":{"rendered":"http:\/\/www.shotinthedark.info\/wp\/?p=11002"},"modified":"2010-05-21T06:37:19","modified_gmt":"2010-05-21T11:37:19","slug":"chanting-points-memo-the-republican-horner","status":"publish","type":"post","link":"http:\/\/www.shotinthedark.info\/wp\/?p=11002","title":{"rendered":"Chanting Points Memo:  The &#8220;Republican&#8221; Horner"},"content":{"rendered":"<p>Luke Hellier at MDE <a href=\"http:\/\/www.minnesotademocratsexposed.com\/2010\/05\/19\/mccl-horner-to-ration-health-care\/#more-13170\">finds more background on the &#8220;Republican&#8221; Tom Horne<img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"http:\/\/farm5.static.flickr.com\/4017\/4575208799_e7c6e34c94.jpg\" alt=\"\" width=\"252\" height=\"192\" \/>r:<\/a><\/p>\n<blockquote><p>\u201cWhat they (MCCL) set out to do could have a dramatic impact in 1997,\u201d said Tom Horner, of the Bloomington-based public policy firm Himle Horner Inc. \u201cThe involvement of the pro-life community makes the end-of-life decisions much more of a political debate than an individual issue or medical concern.\u201d<\/p>\n<p style=\"text-align: right;\">\n<p>\u201cWhat will start to emerge is the recognition that <strong>there has to be a move away from the fee-for-service<\/strong>,\u201d<\/p><\/blockquote>\n<p>Never worked in the insurance business?\u00a0 &#8220;Fee For Service&#8221; means &#8220;Pay money, get insured&#8221;.<\/p>\n<p>Managed care means &#8220;pay money, have a case manager or a committee of reviewers decide what care is cost-effective for you&#8221;.\u00a0 You could even call it a &#8220;death panel&#8221;, although that&#8217;s sorta inflammatory and makes liberals irate.<\/p>\n<blockquote><p>Horner said. \u201cAnd more and more people will have to be moved into managed care with some limitations, and that is going to be a pretty difficult task.\u201d<\/p><\/blockquote>\n<p>Especially because <em>people don&#8217;t want it<\/em>.<\/p>\n<p>Hellier:<\/p>\n<blockquote><p>Horner\u2019s position in favor of \u201cmoving away\u201d from fee-for-service and into \u201cmanaged care with some limitations\u201d simply means health care rationing\u2014the denial of care to those who need it.<\/p><\/blockquote>\n<p>Managed care isn&#8217;t problem in and of itself;\u00a0 it was a market response to rising healthcare costs in the seventies.
